I was very disappointed to learn that the Early Learning Challenge Fund was stripped out of the student-loan reform package approved by the House in HR 3221. Congress missed a rare opportunity to give more children access to high-quality early learning experiences. I urge you not to make that same mistake again and include pre-kindergarten in our nation's primary education law, the Elementary and Secondary Education Act (ESEA).

The research is clear: high-quality pre-kindergarten is an education reform strategy that works. It prepares children to succeed in school and life and saves public dollars over time -- yielding a return of $7 for every dollar invested. When early education programs are of high quality, they provide the positive results that families, communities and policymakers are seeking -- improved children's cognitive, social and emotional skills, increased high school graduation rates and a closing of the achievement gap.

Yet currently, 70 percent of three and four year olds in our country have no access to publicly funded pre-kindergarten programs. And the current K-12 model ignores the research on the critical importance of early learning. High-quality, voluntary pre-k must be viewed as an indispensable part of our education system and our most prominent federal education law, ESEA.
