Thanks for your leadership in the bipartisan effort to reform our nation's primary education law, the Elementary and Secondary Education Act (ESEA).

Getting all kids ready to learn early is the first step to improving our schools. The research is clear: high-quality pre-kindergarten is an education reform strategy that works. It prepares children to succeed in school and life and saves public dollars over time -- yielding a return of $7 for every dollar invested. When early education programs are of high quality, they provide the positive results that families, communities and policymakers are seeking like improving children's cognitive, social and emotional skills, increasing high school graduation rates and closing the achievement gap.

Yet currently, 70 percent of three and four year olds have no access to publicly funded pre-kindergarten programs. As you and your colleagues in Congress work together to reform our schools, I urge you to make high-quality, voluntary pre-k a priority. The current K-12 model ignores the research on the critical importance of early learning. High-quality voluntary pre-k must be viewed as an indispensable part of our education system and our most prominent federal education law, ESEA.
